Lieutenant Colonel Shawn Powell says many of them fail because education is not valued by their families.
The Wyoming National Guard's Youth ChalleNGe program is giving kids a second chance at Camp Guernsey. But they have to work very hard for that opportunity.
Every day starts at five a-m. The cadets emerge from their bunks, droopy eyed and not quite awake. They move into the hallway for morning exercises. After that, they shower and get ready to march to breakfast and school. They march everywhere they go.
