FIGHTING FOR A SECOND CHANCE

BATTLE CREEK -- Getting second chances in Michigan is getting tougher, even for the young.
Michigan whacked GED programs a few years ago, for example, leaving high school dropouts with fewer opportunities to make it. Such shortsighted budget cuts waste human potential and cost society far more in the long run for jails, prisons and public assistance.
Fortunately, the governor and Legislature haven't outlawed all second chances yet.
